What is SCARP and how does it work in Ireland?

SCARP — the Small Company Administrative Rescue Process — is an Irish insolvency rescue mechanism introduced in 2021 for small companies. It allows a viable but distressed business to restructure its debts through a formal survival scheme, without going to the High Court (unlike examinership). A Process Advisor is appointed to assess the company and, if appropriate, propose a rescue plan to creditors. If the plan is approved by the required majority of creditors, it becomes binding on all. SCARP is faster and less expensive than examinership, making it accessible to smaller businesses that previously had few rescue options.
