SCARP — the Small Company Administrative Rescue Process — is a formal rescue mechanism for small Irish companies in financial difficulty. To qualify, a company must meet the small company thresholds under the Companies Act. A Process Advisor is appointed, typically an insolvency practitioner, who assesses the company and formulates a rescue plan if the business is considered viable. The plan is put to creditors for approval — if the required majority votes in favour, the plan is binding on all creditors. The entire process takes place outside the courts, making it significantly faster and cheaper than examinership. It is designed to save viable businesses and preserve employment.
